Commissioner Bio

Laurel Miller

Laurel E. Miller serves as a commissioner on the Afghanistan War Commision. The President and CEO of the Asia Foundation, Miller’s previous nonprofit work includes service as the director of the Asia Program for the International Crisis Group and as a senior foreign policy expert for the RAND Corporation where her work spanned a wide array of topics including peace processes, institution-building, economic and security assistance, and governance. Miller was also Deputy and Acting Representative for Afghanistan and Pakistan from 2013-2017. Previously, she served as Senior Advisor to the Assistant Secretary of State for European Affairs, Senior Advisor to the United States Special Envoy for the Balkans, and Deputy to the Ambassador-at-Large for War Crimes Issues. She was directly involved in peace negotiations in Bosnia, Kosovo, and Macedonia. In addition, Laurel served as Director for Western Hemisphere Affairs at the National Security Council. Laurel’s other private sector work includes time spent as a staff reporter for the Japan Times, as counsel for the international law firm of Covington and Burlington, and as a law clerk for the Fifth Circuit Court of Appeals.
